Yes. And there are HOA rules (Indentures) and dues (Assessments) that are required to be paid annually. You are required to follow the rules of the HOA even if your realtor did not make you aware. The HOA’s existence is part of the deed to your home. The HOA is represented by the Trustees who are also homeowners that current on all their dues.

Trustees are homeowners in the Subdivision that have volunteered to ensure the execution of the Indentures. Trustees are not compensated for serving in this capacity. Their time and efforts are a volunteer service to the upkeep and improvement of the subdivision.

Trustees are elected by the Subdivision as outlined in the indentures or volunteer if there are a shortage of candidates.

The pond on the corner of New Jamestown and Bellefontaine is owned by and the responsibility of the Subdivision. The Pond is a retention Pond and it takes the overflow of the storm water system from the street drains and holds it until the water level rises enough to flow out of the drain near Bellefontaine to a creek across the street.  The Subdivision has met and discussed the Pond a number times over the years.  It is is a priority of the Subdivision and will be addressed.  Logged in eep track of the progress here.

You are responsible for cutting back any growth, limbs, or weeds that are growing onto your property.  Even if the tree is not your tree. Please see the subdivision policy here in the documents section for fallen trees and plantings.

You are also responsible for disposing of the debris. DO NOT dump onto the common ground or anyone else’s property, this is illegal.  You can dispose of this in your lawn waste or use St. Louis Composting to dispose of lawn debris for as little as $1 per brown lawn bag.

From the Subdivision, if you are going toward Lindbergh/Hwy 67 passing Arrowpoint School, instead of turning left on Lindbergh turn right toward the dead end.  Make a left at the dead end and follow the road around to St. Louis Compositing.

Assessment/Dues Information

Assessments go toward the upkeep and beautification of the Subdivision. This includes Subdivision lighting, insurance, lawyers, assessment collections, common ground maintenance including grass cutting and tree removal. Assessments may also pay for improvements and projects. You are able to see the finances of the Subdivision in the Residents Info section of this site and we update site with Announcements frequently .  Financials and announcements are also shared at Subdivision meetings.

Common grounds are areas in the Subdivision that can be used by residents and is maintained by the Subdivision.

No. And it may be in your best interest not to allow this to occur for various reasons. There are specific entrances to the common ground.  Please view the Neighborhood page and view the common ground and entrances there.

Subdivision Rules

The Subdivision rules can be found in the Indentures and Rules section of the site

Subdivision rules are enforced in a variety of ways depending on the issue.  This includes law enforcement, fines, and legal action.  The best enforcement comes from neighbors to ensure we are all being accountable for a nice, clean, and safe neighborhood.

Trustee approval is required to construct a fence, shed or accessory building. St. Louis county approval may also be required. St. Louis County also has rules around solar panels (please see the Documents area for the rules and the HOA Permit required prior to beginning your solar project).

Also, No detached or outbuildings shall be placed nor shall any material or refuse be placed or stored on any lot within 20 feet of the property line of any park or edge of any open water course.  There are certain properties that have restrictions on what can be put in the rear yard.  It is important to consult the Trustees prior to outdoor construction as the cost to remove or repair violations can be avoided.

No fence, hedge or mass planting shall be erected, placed, or altered on any lot nearer to any street than the minimum building setback line, no fence may be erected on lots bordering on parks, unless approved by Trustees

This depends on where your property is located and it does require Trustee and St. Louis County approval.

In order to maintain and preserve Country Village’s aesthetic core permanent open space and rear yards surrounding the lake, approval of the Architectural Control Committee must be obtained prior to commencement of any rear yard construction of fences, patios, permanent structures, swimming pools, dog houses or paving in lots 1, 17, 18,121, 122,123, 124, 125, 126, 127, 128, 129, 142 and 191. Expressly prohibited at all times on these enumerated lots are: Metal fences, clothes lines, clothes poles, clothes drying structures, or the storage either temporarily or permanently of boats, trailers, autos, garbage cans, boxes, debris or building materials of any nature or kind

The Indentures cover restrictions to fences, structures, paving, accessory buildings, etc.  Please notify the Trustees of prior to ANY outdoor work including but not limited to, fence, shed, roof, driveway, etc. work commencing and ANY work going on in the subdivision to ensure approval was received.
